I’ll believe this works after I actually see it.
My guess is it will get in the way of people who really need to use reply all, and somehow let those other people keep using it without any barriers.
This is useful in some instances… Have seen major email blunders replies to all departments… by one single user
I have seen some people replying to all un-intentionally, may be this new update will stop it? 
Not fond of it myself. Too many people will reply to the reply all email and then other people are replying to that person and also to everybody else. So you run into a cycle of unneeded emails… lol
