Soundcore Liberty 4 ANC not working properly

Hello, I just received the Soundcore Liberty 4 headphones and have a question about active noise cancellation. When I’m not listening to music, if I activate it, I hear less noise but I can still hear all the voices around me, my footsteps and anything that is happening around, is it normal for this to happen? I adjusted them correctly and tried to place the cancellation on high, so I don’t really know if this is normal or not. Thanks.

My Space A40’s are the same. Have tried everything, including a variety of eartip types (Spinfit,Comply,etc,) and sizes. Still deciding whether to return them,
